I'd suggest investing your money in covering the old, ugly floor. If you don't have the desire to remove the old.

Have you contacted the builders, the company that installed the tile? Is it new construction? A remodel? You don't give those details. They hold the liability for the work and finish. In any event it's a bathroom and not to expensive to do over.

You'll need a subfloor, likely 1/2...5/8...3/4...plywood. attached through the current floor, then re-do with anything you like.

The height difference will mean moving base moldings, and cutting the door to move over the new floor. You should remove the sink and toilet to install the floor completely, especially if you want to change those at some point.

Without more detail on the furnishings, vanities, sink, toilet, etc. my best advice is to do the above.

Yes ! It is possible to paint tile, however the paint will not adhere. So....you have some choices to make .

1, You can tear out the old tile and put new ones down.

2, You can leave the old tile in place and cover it with one of the new composite floors.

3, You can cover it with tile under layment and then put new tile on top of that. This method will make the floor a different height from the adjacent floor.

4, You can take acupuncture therapy combined with hypnosis and you will believe the existing floor is the most beautiful thing you have ever seen.
Probably, you might have to put put bonding primer on first
better to replace them....you can paint anything....but the paint wont stick to the ceramic...any color in tile is put in the firing process....so ..replace them.
There are special types of paint for ceramics but I would say that they are OK for the walls only. The paint is easily scratched when on the floor. However, new tiles are not too expensive and you might just stick them over the existing tiles on the floor...........
