There is a new kind of enamel called ';kitchen enamel'; that is designed for the scrubbing and rubbing of that kind of use. Behr for one sells it in high gloss and satin gloss. It is latex based so cleanup is easy and drying time is 2 hrs.
You can get flexible foam sheets at a craft store that you can cut to fit the sink shelf. That way you can take it out to clean it instead of getting down on your hands %26amp; knees to clean under there.
I used Kilz paint because I also had a leak there previously. I like the white base however my cabinets are worth ';shite'; and I did't mind painting them. If your cabinets are better than mine, I suggest putting down white Contact paper.....the adhesive shelf paper.
my husband took a scrap of left over white vinyl flooring and lined the cabinet floor. did not have to glue it down and it works great. easier to see in there and easy to clean.
you might want to be careful painting with enamel paint in an enclosed space like that.

I would rather see you buy a few stick on tiles they are inexpensive and if there is a leak you can replace them easy,
