I just removed carpet from my basement floor. I am planning on painting it. But the floor is not very smooth.
Is there a self-leveling compound that i can use to smooth it out and the paint it?
Is this something a do-it-yourself-er can do? or a professional? How to level and paint a basement floor?

You could get a mix and ';float'; the floor. Check in the tiling department and ask. You should be able to get it in 5 gal. pails.

Before you paint, make sure you get your basement waterproofed. It is so much easier to paint after that is done. You don't have to worry about messing up the paint job, or having to repaint anything.
