If the paint is only coming up where your tyres have been that implies that the weight of your vehicle is too much for the paint - almost certainly means the floor paint is laying on top of the concrete, rather than having soaked in and taken a grip. First coat would needed to have been thinned out to soak into the concrete and further coats then bond to that.
A lot of work to try and strip it. If your happy it will not come up where your tyres are not, then scrape any loose paint and apply a thinned coat to the bare spots. then lightly rub over the rest of the floor with some P120 grit abrasive paper and paint the lot again.
You might have just been too quick off the mark putting your car back in the garage before the paint had hardened. After you paint it next time I would not put your car in there for two weeks. The problem you have is caused by the heat from your tires. most people pull into the exact same place in their garage and the heat built up from driving dissipates into the paint on the floor. if the paint is not an epoxy, it will bubble. lowes and home depot carry an epoxy paint sealer by Rustoleum which fixes this problem

Two possibilities: Moisture may be leaking into the concrete and you will first have to put down a concrete sealer. Secondly you did not give enough time for the paint to dry thouroughly. I lean toward the first part of my answer.
