Is there a way to prepare to paint a balcony floor so that the paint will stick?

I have a balcony that I think probably has suffered from moisture damage. Is there a way to prepare it so that it will allow paint to adhere. Is there a specific type of paint I should use?Is there a way to prepare to paint a balcony floor so that the paint will stick?
Paint will never be able to stick to walking surfaces. Oil or latex, on any walking surface. Paint is too brittle and soft. Only 100 pct. epoxies are durable enough. Is it wood? If so, sand down then apply solid oil decking stain(Cabots) I 'd thin first coat with 40 pct. thinner. To penetrate. If it's conrete I'd get off what you can and paint with a latex floor paint.Unless all comes off. Then use epoxy. E-mail if you need help. What kind of material? Is there paint on there now? Girl above is right. If it's a covered patio it should hold up but and surface that has rain,snow,foot traffic etc. has to be done every couple years. Too vague
