How to paint used brass plated floor lamp with black paint and gold trim?

There is some sort of lacquer on surface and some rust spots also. Do I use oil base or water base primer and then what?How to paint used brass plated floor lamp with black paint and gold trim?
First, wipe clean with lacquer thinner in a well ventilated area. If the lamp is actually brass, attempt to polish and/or buff it.It will be much more valuable if restored to orrigional brass.


Plan B: spray with metal primer i/e oil based primer. Check for finish, sand and reapply if needed. Then spray with ooil based Rustolium or other paint for metal. rub down with wire wool. clean it to remove dust, then spray it you will get a better finish, grey primer first then black top coat
clean to get off oil- prime %26amp; spray paint
